New Deadwood snapshot: Bailiwick check code

I’ve finished (but have not tested) the core routines to make sure a NS referral we get is in bailiwick. Next: add the glue to integrate this in to the code that processes a remote DNS reply and test things to make sure it works.

I may (but probably won’t) have time to do this early next week; don’t be surprised if I can’t make another Deadwood update for a couple of weeks. My personal life is pretty busy right now, for the exact same reason CentOS 5.3 was delayed—I’m getting married next week.
